FRAMEWORK
How we measure what matters.
Employment quality, not quantity We track whether employment is real — above minimum wage, at-will, with standard labour protections — not just whether a person is "placed" in a program. Therapeutic work activities do not count.
Housing autonomy, not facility placement We track whether people live in community housing with real tenancy — not whether they are in a group home managed by an organisation. The difference is who holds the keys.
Organisational financial independence We track the percentage of each organisation's operating budget that comes from the Charter revenue model versus external donations. The target for every organisation in the network is 70% earned income within five years.
Self-advocacy participation We track the degree to which people with IDD participate in decisions about their own lives — housing, employment, relationships, daily choices. This is not a survey. It is an observation-based assessment conducted quarterly.
